What is broken, and why?
A state payment record can name a county treasurer, regional center or another government entity without identifying the final service provider or the service delivered. The first recorded payee and the ultimate beneficiary are different questions.
The report’s cross-agency vendor and payee analysis shows these different recipient types together. Its regional-center reference card explains that “Purchase of Services” is a program label, not a specific service type or vendor category.
What Herb Morgan’s team has already done
The warehouse ranks payees across agencies, identifies whether a name appears in one or multiple agencies, and separates signed net amounts from absolute dollar movement. It also distinguishes confidential-payee contexts that match known masking categories from contexts that still require investigation.
For regional-center service purchases, the report specifies the next breakdown: department, payee, fund and account, separating service purchases, administration, adjustments and suppressed-payee rows. This turns a name or broad label into a defined tracing task.
The concrete correction
- Establish the recipient’s role. Determine whether the named payee is a provider, intermediary or government accounting recipient.
- Connect the payment to its purpose. Use the fund, program, account and supporting payment records.
- Continue the trail where the public record stops. Identify the recipient-level records needed to establish subsequent payments and services.
- Explain disclosure limits. Distinguish supported confidentiality from unanswered questions without treating a masked name as proof of wrongdoing.
What Herb proposes
Herb’s financial-transparency white paper proposes transaction-level reporting by fund recipients and dedicated forensic-accounting and compliance staff. Those proposals address the need for records and human investigation beyond the state’s initial payment entry.
The warehouse demonstrates recipient analysis and identifies tracing gaps. It does not claim that every payment has already been followed to its final beneficiary.
